Public contracts are essential for the development of Free Software. Free Software also have major assets for public actors : durability, openness, no lock-in ... More and more public administration, in many countries (France, Italy, Canada,...) recognize these advantages, at least up to a point.
Yet, the Free Software actors and vendors encounter unecessary, and sometimes even illegal, hurdles when they try to answer to public tenders.
This conference aims at developing an overview of the current situation regarding Free Software and public procurement, and to see the recent evolutions regarding those issues.
